　　今年1月到10月，治安管理总队打假支队还破获生产、销售假冒伪劣商品案98起；端掉制假、售假药品窝点66个；处理违法犯罪嫌疑人120名；同时经过工作还端掉制贩假证窝点17个，处理贩卖假证违法嫌疑人469名。
　　“虽然全支队干警马不停蹄地工作，积极与质检、烟草专卖、盐政、工商等职能部门配合，进行突击检查和打击并取得了良好的战果，但不久便会回潮。”昨日，治安管理总队打假支队负责人在接受采访时说：“当下，假药、假烟、假证以及一些偷工减料、不符合质量标准的假冒伪劣商品仍层出不穷，不仅损害正当生产者的权益，威胁市民的身心健康，更使国家税收大量流失，干扰了正常的经济秩序。”

　　地方保护根深蒂固
　　今年9月中旬，本市某知名品牌啤酒营销经理陈先生到打假支队报案，称他们在本市郊县一处偏远仓库发现假冒该品牌的啤酒。令陈经理气愤的是，一个月前，他曾与工商稽查部门前去探查，发现多辆集装箱车进入仓库。而后又有多辆汽车、农用三轮车进出。经过多方打探，确定他们拉载这些伪造该品牌啤酒进行贩卖。很快，他们联系当地村政府及工商部门，准备次日对其查封。不想次日再去时已人去楼空。陈经理再三请求打假支队干警，这次一定要“人赃俱获”，维护他们正当生产者的权益。
　　根据陈经理提供的线索，支队民警联合市工商局迅速赶到现场，进行突击检查，当场缴获假冒啤酒上百箱。据违法嫌疑人张某交代，他们是委托山东省某市的啤酒厂进行加工生产，然后运抵宁河仓库内，由“销售人员”向全市各个食品部、小卖部推销。直至案发，他们已经销售一年有余。
　　据陈经理介绍，该品牌啤酒算上瓶子的成本不到7角钱，但加上运输、广告以及维护工厂正常运转的成本，在市场上卖到2元或2.5元一瓶，而冒牌啤酒没有这些开支，也卖同样的价钱，可想而知利益空间有多大。
　　“该啤酒在这个厂加工生产已有一年之久，当地工商、质检等职能部门都应该知晓该厂的经营状况，既没有生产许可，又没有通过质量检验的啤酒是怎样运出当地，其中过程不说也明白。”主办此案的赵队长说，“地方保护主义不仅损害了对方的利益，也损害了自己的利益。”
　　售卖假药暴利丰厚
　　“假药真是太可恶了！”提起假药，治安管理总队打假支队郭支队长打开了话匣子，“假药有‘仿制’‘纯假’‘过期’之分。每年打击假药的数量触目惊心，但是公安机关在加强打击力度同时，为什么还有人铤而走险呢？无疑是暴利驱使。”
　　据郭支队长介绍，所谓“仿制”，就是制药者没有掌握药品的核心技术。例如，精致银翘解毒片，它含有金银花、连翘等成分，一些制假者只知道皮毛，没有真正掌握几味药的配比，所以药品没有疗效。制出这种“仿”药，一般还需要成本。
　　“纯假”就更可气了，一些人私自购买一些葡萄糖、淀粉、苦味剂，混合在一起，用压缩机制成片剂、丸剂等，配上包装就“出厂”，这些假药比市场上便宜一半以上，很多不知情的群众买到药，还以为捡了个大便宜。
　　“过期”药品众所周知，就是一些走街串巷的外地人，从市民手中以低价收集的过期药，再高价卖掉，从中赚取差价。在本市南开区和红桥区交界处的青年路上，就有一个自发形成的“假药批发市场”。公安机关联合工商、药检等部门屡屡打击，但还有人顶风作案，更有一些市民对药品认识模糊，购买这些假药。
　　“随着打击力度不断加大，制假药的人又精明了很多。”本市某药业集团打假办的张科长说，“以前，这些制假人员还‘兢兢业业’地造假，模仿包装、盗用品牌，风险大利润小。现在干脆发展到模仿进口药，甚至用蒸馏水制出‘白蛋白’卖给消费者获取暴利。”
　　各部门协调有缝隙
　　“假证是制造犯罪的延伸，破坏力无穷。可悲的是，知假买假者不认为是在违法。”郭支队长略显激动，“近年来，公安机关加大了打击制贩假证的工作力度，端掉了一批制贩假证的窝点。但为什么假证‘生生不息’，原因就是它很有市场。公安机关要捣毁一个制假窝点，需进行少则半月多则半年的跟踪，根据散发小广告人员的活动规律、行走路线，揪出幕后主使，令本来警力不足的公安机关疲于奔波。”
　　“此外，部门之间协调存在缝隙。几年前，治安管理总队与电信部门联合，出台‘呼死你’功能，一旦查出制假小广告的BP机号码，立即启动这种功能，使贩假者不停地收到呼叫信号，其他信息则接收不到，这个举措取得了良好的效果。但是，现在随着一些不记名手机卡的出现，一些制贩假证的电话又开始在大街小巷出现。”
　　多方联动检查监督
　　针对这些情况，公安、工商、盐政、烟草专卖、质检等各个职能部门的领导非常重视，各部门正在积极发挥作用，加强沟通，主动发现问题，采取严厉监管措施。公安机关继续加大打击力度的同时，投入精干警力维护社会持续稳定。相信随着法律的不断完善，行政、社会、舆论发挥监督作用，在广大市民的支持和帮助下，让造假者无处藏身。

The business started in 2006 when founder, Blake Mycoskie, befriended children in Argentina and found that they had no shoes to protect their feet. Because according to those in the know, this year, Jack Frost is not going to have quite the same impact as usual.
Forecast: Coast weather Weather Company meteorologist Max Gonzalez said winter was set to be a little bit warmer than usual, thanks in large part to slight increases in the water temperatures of both the Indian and Pacific oceans.
“Both oceans are slightly warmer than the average so there is a 60% chance of warmer winter temperatures,” Mr Gonzalez said.
Speaking for the whole of the south-east region, Mr Gonzalez said while some places may be slightly warmer or cooler than others, on average we could look forward to a fairly mild next three months.
“For the region, I’d say we are looking at about nine degrees at night and 20 to 22 degrees during the day on average,” he said.
Which means it might be cool enough to break out the beanies and ugg boots but the heavy coats might need to wait for another year.
But a raincoat could become quite the winter fashion piece du jour, certainly for the next few days or so.
“In terms of rainfall, chances are that it will be on average or just above average for winter,” Mr Gonzalez said.
“Across the region the average is 180mm to 200mm over three months. Chances are it will either be close to that or just above that.
“It has been a very wet two months across south-east Queensland. Autumn started off very dry and then picked up in the last two months.
“As for the next week on the Sunshine Coast, you can pretty much expect it to keep raining for the whole week. There is a high over the Tasman which is pushing onshore winds across the whole eastern seaboard. So there will be showers, scattered showers for the whole week.”
